The potential of a network exchange and network mutual aid in smoothing of consequences ofpoverty and decrease in risks of social vulnerability and isolation is considered in the paper. Authors state a low mark respondents of a role of the state and public organizations in overcoming of poverty problems and social risks and the high social capital of the related relations. The data provided in the paper, conclusions and recommendations are based on a basis of 110 respondents given of deep interviewing - representatives of various social and demographic groups in Rostov-on-Don and the Rostov region.

Institutional design and mechanisms of regulation of the consumer credit market in depressed territories

The paper deals with the study of institutional design within the frameworks of new institutional economic theory (namely, Douglas North S approach) and original (old) one. Contradiction between spontaneous evolutionary processes and conscious institutional change during institutional design is considered in the context of interaction between the institutions and mechanisms of regulation. The complementarity of institutions is viewed as important prerequisite for efficient organization of administrative and economic activities in a given territory: the lack of complementarity can cause emergence of institutional dysfunctions. It is possible to influence upon credit behavior through institutional design aimed at development of socially-oriented consumer lending. Complementarity between the components of the institutional structure of the consumer credit market and business working rules is to be achieved in the process of institutional policy construction. Local authorities developing and implementing programs that promote to improve socioeconomic status of the depressed territory, it’ll be feasible to reduce households’ debt load and credit risks, ensuring at the same time financial sustainability of households in the long term.

Demand function and the corresponding analysis of the dependence between the demand and the price are the most important part of the modern mainstream. Their existence is usually not questioned. However, they are based on the premise of having uniformity in consumer preferences. That uniformity (and monotony) allows to represent these functions by means of curves or straight lines with a negative slope. But how realistic is the homogeneity premise? Is there - and if so, for what benefits - functional dependence between price changes and volume of demand for the goods? The law of demand realization in relation to private goods at first, and then - to quasi-public (mixed) goods is considered in the paper.

The author presents the assessment of demographic and educational potentials of Rostov region which show impact on functioning of the higher education system. Also the author analyses demographic situation in the Rostov region, which is characterized by population reduction, including young people till 20 years who form demand for educational services of higher educational institutions. Despite the fact that Rostov region has a strong educational potential, in recent years there is a trend related to the reduction in the number of universities, their material and technical base, as well as reducing the number of jobs and the number of teaching staff. The paper revealed a disproportion between the volume of services provided in the regional market and the demand from the local population. One of the ways to overcome this discrepancy is development of export of educational services and involvement offoreign students for training to the region.
