This study clarifies the content of the evolutionary approach in the analysis of macroeconomic policy and government regulation of economy. Evolution of macroeconomic policy and government regulation of economy is a transformation of the subject of regulation and development goals, changing objects, methods, and tools of regulation in relationship with development of market and other economic actors. The development of the knowledge economy leads to shifts of the macroeconomic policy object. The objects of macroeconomic policy and government regulation are shifting from the end to the beginning of the production process, what changes field of the market self¬organization and specifies the role of government in regulation of economy. The new forms of macroeconomic policy and regulation are systematized. That forms are innovation oriented, consider to diversity of economic actors behavior, provide the «smart, sustainable and inclusive growth», flexible incentives for the knowledge economy development, creativity and the transition to a network-based decision-making. This study also defines the requirements to macroeconomic policy and regulation in context of the knowledge economy development.

Comparative characteristic of R&D expenditures in the Siberian regions and administrative-territorial units of the foreign countries

Comparative characteristic of R&D expenditures in the Siberian regions and foreign countries administrative-territorial units is represented in the paper. Regions are divided into two types: regions that are leaders in the innovative sphere and «resource type» regions («resource type» region definition is given). Industrialized countries (USA, Germany and Australia) and fast-growing economies of the BRICS group (Brazil, China and India) were selected among foreign countries as the examples for consideration. It is revealed that the Siberian regions were significantly inferior to the administrative-territorial units of the developed countries in the terms of R&D expenditures and the share of R&D expenditures in the regions GRP. On the other hand, the Siberian regions retained parity with the Brazilian states and provinces of China according to the indicators, and were ahead of the states of India.

Potential of sustainable lending to individuals: Russian small monotowns' population peculiarities

Sustainable lending potential activation is of current importance for Russian monotowns residents because of possible negative socio-economic effects of lending policy causing over-indebtedness of Russian households, especially of low income ones. Sustainable lending to individuals is considered as an instrument to increase positive effect of consumer lending, both to improve quality of borrowers ’ life today against future income, and to promote local socio-economic development by means of purpose loans. Loans ’ purposes should have the high probability of a positive impact on the borrowers ’ household welfare and be harmonized with the objectives of socio-economic development of the territories of the borrowers’ residence.
Comparative assessment of sustainable lending potential factors for the residents of the Russian monotowns and the Russian Federation as a whole is held. Integrated Household Living Conditions Survey by the Federal State Statistics Service of the Russian Federation is used as the data source. In Russia, monotowns’ residents, compared to the average level, are revealed to have a higher sustainable lending potential, due to less accessibility of consumer goods, higher needs for improvements of living conditions, and lower incomes. Therefore, the current income and/or savings are/is more difficult to be used by monotowns’ residents for these purposes. Thus, the appropriateness of sustainable lending programs to be developed and implemented in depressed monotowns is proved by the author.

In the paper fundamental questions of functioning of a jury in Russia in second half XIX century and during the modern period after their revival in the Russian Federation in 1993 are considered. The jury takes a special place among institutes of the Russian justice. On the historical destiny it was futuristic experiment (it was established in the country in 1864 during unprecedented judicial - legal reform when the with the little earlier - several years ago, in Russian empire not cancelled serfdom still operated) and could exist 50 years - till 1917 (the beginning of the Soviet period), and in the subsequent has been again claimed in modern legal system of Russia.
Initially the jury in Russia possessed original features which changed eventually. During the modern period by virtue of the objective and subjective reasons the jury is transformed to the differentiated order of criminal trial intended for consideration of criminal cases on the basis of the petition accused.
