The influence of institutional environment on the operation and development of national innovation systems

The institutional characteristics of the Russian national innovation system have been examined in the paper The authors have analyzed the correlation between innovative activity and a country’s level of economic development. The quality of the inner institutional environment is assumed as an important factor in increasing innovative activity of national economies. Diverse motives and incentives of the actors, interacting in the same institutional environment, can cause the lack of coordination between their interests and objectives. Meanwhile, the process of knowledge spillover provides for adaptation to new institutional circumstances and that is how actors' interests can be transformed. The authors assume that institutional underdevelopment, path dependence, ceremonial dominance and general level of trust affect the development of the national innovation system to a great extent. Much attention has been paid to the issues of government regulation and financing of innovations in the Russian Federation.

Social welfare - the subject of study of welfare economics, in which the efficient allocation offactors of production and income is analyzed. Since the main problem of social welfare theory is to substantiate the optimum ratio of productive efficiency and social justice within the framework of the current economic system, it is advisable to determine the social welfare content as a category, its structure and growth factors, to measure the level.
In the concepts related to welfare economics, a dichotomy reveals. On the one hand, they assess the achieved level of welfare of all society members, and analyze the relations arising about its maximization; On the other hand, they prove the criterion to achieve economic optimum means of distribution and redistribution processes, but do not offer a concrete way to measure social welfare due to the impossibility of objective evaluation and comparison of individual utility of commodity bundles, i.e., the existence of value judgments.
The author provides categorical analysis of the social welfare; reveals the completeness degree of the content of social welfare in economic thought in retrospect; shows the evolution of social welfare functions based on individual utility of consumed goods.

The author analyzes the main trends of financial markets development in the United States and Russia, which emerged in recent years. Identifies and describes the influence-factors of global and national economy in 2015.
According to estimates of the Bank of Russia, there are five possible scenarios for Russia's economic development, depending on oil prices and the nature of the sanctions of the West. The Bank of Russia suggests that the average price on URALS oil will be in the range from 105 to 84 USD per barrel. In addition, the Bank of Russia suggests that the sanctions will have an impact on economic growth mainly in 2014, while the 2015 could be the year of economic recovery.
This author shows you other more negative development scenarios that can become a reality if new external factors unaccounted for in the forecasts. This author shows that 2015 could be a repeat of the crisis of2008, given the dynamics of oil prices, exchange rate cycles and financial markets.
If requested to identify hazards, it is possible to prevent the crisis in the economy and to restore growth faster. In particular, after the 2008 crisis, which lasted more than a year, the economy of the country for two years and quickly recovered the main economic indicators to pre-crisis levels. Although the performance of the stock market remained at pre-crisis levels.

The processes of globalization and regionalization, growing in the second half of the 20th century, led on the one hand to the increased international competition, and on the other hand to the formation of economic and political union of individual countries and territories. These trends appear as objective conditions for a change of strategy innovation policy, that is to abandon traditional methods of managing the economic potential of the territories and the transition to the new system of territorial and sectoral planning, in which the main factors of economic growth and development are not only innovation but also network forms of organization economic actors. As part of the transformation of social and economic structures, characterized by cyclic dynamics and defining new structure reproduction proportions of individual territories acquired urgency for new approaches to the management of the development of economic space, not only of individual countries and regions, but also economic associations with similar economic-geographic, social-cultural and genetic traits. The purpose of the paper is to develop an economic and mathematical model to determine the degree of influence in the institutions of the parameters of the territorial-industrial complex.

The necessity of studying informal employment, understanding of this phenomenon and the necessity of its regulation are justified. Modern financial crisis has shown the ineffectiveness of the traditional measures of monetary policy. This prompted the Bank of England, like many Central Bank move to use unconventional measures of monetary policy. In the paper the classification and comparison of different programs unconventional policy used by the Bank of England at different stages of the crisis. The analysis showed that, overall, his actions were similar to the actions of major central banks, due to the similarity of the problems encountered leading economies during the crisis. At the same time, implementing the strategy, similar strategies leading CB, the Bank of England to apply measures caused by institutional features of the UK financial market. This conclusion is also supported by the work carried out by comparing the actions of the Bank of England and the Federal Reserve to achieve the same goals: increasing liquidity in the economy and the impact on long-term interest rate.

Optimizing lending to low-income households at regional and municipal levels: justification for research

Recent studies on financial behavior of Russians reveal an increase in the debt load particularly in small-size settlements, which residents are generally referred to as the low-income. We assume this tends to occur due to the number of specificities related both to property and financial status of small settlement’s population, on the one hand, and to low availability of long-term loans, on the other hand, compared to metropolitans and residents of regional centers. It is suggested that decisions concerning optimization of lending to the low-income borrowers should be based on regional and municipal policies requiring both exogenous and endogenous factors of lending to be activated. At that, expected benefits for lenders, individual borrowers, local communities, regional or municipal authorities and other beneficiaries are considered as additional sources contributing for sustainable territorial development. Responsible authorities are viewed as parties interested in developing and implementing measures (including special programs) to optimize consumer lending to low income households.
