Transformational reforms in transition economy distinguished dramatic including significant failures associated with the inefficiency of the transplanted economic and legal institutes. One of the main reasons of the failure was unsatisfactory condition of economic science to determine inability to define the optimal trajectory of reforms. The serious research studied how to optimize the institutional reforms in Russia and abroad were initiated only in the middle and in the end 90s past century. This problem was characterized for created in post-Soviet Russia the system of public procurement. New institutes in this sphere were infected by corruption. In addition, many entrepreneurs have troubles with high level of transaction cost here. This situation fixed low efficiency of institutional reforms, analyzed in the publication.

The paper is devoted to the theoretical foundations analysis of public management development of small business. In the paper the economic and mathematical models of system optimization of investments into the sphere of material goods production and the transport branch are built and analyzed. The optimal volume of investments in the development of the sphere of material goods production in the event of a sufficient level of development of the transport branch and the optimal volume of investments in the development of the sphere of material goods production and transport branch in case of necessity of their systematic development are found. In the case of need for investment in the transport branch, the optimal investment in the development of the sphere of material goods production and the optimal output are reduced compared to the situation when the transport capacity would be high enough from the beginning.
It is established that when the efficiency of investment in the development of the sphere of production of material goods is higher than in the transport branch, then while its further increase investment in the development of the sphere of material goods production are reduced. In the case when the efficiency of investment in the transport branch is higher than in the development of the sphere of material goods production, then while its further increase investment in the transport branch are reduced.
It is found that the optimal investment in the development of the sphere of material goods production while increasing the efficiency of investment in the transport branch always increases, which confirms the growth stimulatory effect of the transport branch at the development of material production of the national economy.
