It is shown that the innovative activity of universities in Russia is always accompanied by the organizational changes carried out in the framework of the concept of stage-by-stage approach – a combination of natural and subjectively rational principle and based on intra-organizational integration of all subjects of University ethos for joint decisions in the field of organizational change. The authors analyze the mission transformation of universities determined by formation of information society which now is including not only development of the human capital, but also creation of knowledge as the competitive product possessing the essential production and social importance.

Evolution of open tender mechanism in public procurement in post-Soviet Russia

The paper is devoted to the development of public procurement through open tender in Russia over the last 20 years. It is proved the necessity of the transition to a competitive public procurement system in the 1990s. Stages and terms of carrying out of this method for determining of the supplier also are shown. The structure and the comparative analysis of procedures of open tender, and also differentiation of the application of certain regulations are given. On the basis of the analysis of purchasing technologies we can make conclusion about the progressive evolution of the process of procurement. The movement in the direction of decreasing corruption capacity of procurement procedures tells us about expediency of transition to competition in an electronic form along with expansion of the sphere of its application.

Beautification problems of urban areas are crucial and urgent issues of modern urban planning and image of the region as they provide vision and social objectives of creating a favorable living environment to ensure the most favorable conditions for activities of the population.
 
The level of Buildings - one of the indicators of the living environment quality of the population and purposeful activity on formation of supportive and comfortable living environment of the population is the essence of the state of urban policy.
 
This paper discusses the interaction of public enterprises with foreign institutions in the process of improvement of the region as a factor of improvement and modernization of its infrastructure with the aim of finding effective and constructive balance of interests. The mechanism of interaction of public enterprises with the business community, external institutions, and not commercial organizations in the creation of image region is considered.
 
To optimize the social and economic processes in the field of improvement of urban areas and improve the effectiveness of local governments a systematic approach is required for the territory development as much as possible taking into account the specialization of its unique resource and market potential, as well as the joint efforts of various communities, which are the essential importance of social strata of the population.

Methodological solipsism and kaleidoscopic worlds of Ludwig Mauritz Lachmann

Among the Austrians fifth generation occupies a special place disciple of Friedrich A. von Hayek, economist, distracting from the overall flow of the Austrians, Ludwig M. Lachmann. Using the framework of his theory of the fundamental assumptions of the Austrian School (individualism, subjectivism), Lachmann did not try to pull them under the base of normative conclusions about the structure of the economic system of society, but rather, an attempt to build a more rigorous theory of the social world order. German economist, recognizing the importance of the concept of subjective value, pay attention to its insufficiency and stressed the need to incorporate to construct a theory of subjectivity expectations that brings his views with the views of John Maynard Keynes. Following George Shackle Ludwig Lachmann believes that the economy is similar to a kaleidoscope: the elements of economic reality are in constant rearrangement, creating continuously changing each other short-lived and unstable patterns. The author of the paper analyzes the concepts and ideas of Ludwig M. Lachmann, noting both the strengths and weaknesses of his theory. The author shows the importance of the theoretical development of the German economist for modern economics.

Quality management in the training of skilled workers as a key problem of the interaction of labor market and educational services market

In the context of Russia's transition to innovation-oriented type of economic development is becoming particularly urgent problem of improving the quality of the workforce and professional development throughout their working life. Currently, the regional labor market characterized by increasing diversity of professions and as a result, the diversification requirements of employers at the regional level, depending on the industrial, agricultural, logistics, etc. specialization of the region. The increasing complexity of the structure and the internal differentiation of the various areas of economic activity determines the demand for workers with a broad fundamental training along with narrow professional competencies, so the mechanism of regulation of the regional bloc needs assessment of competencies of workers, institutionalized at both the state level and at the level of regional public associations, employers' associations.
 
Particular attention is paid to the analysis of the state of the youth segment of the labor market, the establishment of the fact that for resolving the contradictions of the labor market and the education market (mismatch structure and quality of the training of human capital in the region, the needs of employers, the contradictions of regional professional and educational standards) at the regional level, it is advisable to provide correlation of regional professional standards with the federal state educational standards, which will neutralize the contradictions, the solution of which determines the rational use of the labor potential in the regional economy.

Theory and methodology of social, political and economic processes risks determining in different countries of the world

The study deals with the problems of the theory and methodology of social, political and economic processes risks in different countries with relative indicators of the socio-economic development level, as well as the size and condition of the public debt. Developed by the authors the methodology of determining the risks of social, political and economic processes of public policy around the world revealed close relationship between socio-economic situation of the countries and their public debt. Within the framework of this methodology two groups of factors characterizing the socio-political and economic processes in the country are being developed. After that each exponent and indicator are being processed, using expert procedures. Maximum statutory values for tentatively referenced countries with effective and ineffective government policies are identified. Then standardization (specification) and definition of integral (generalized) indexes of socio-political and economic processes in the country are taking place. After that the ranking of countries by aggregated standardized ratio is arranged, taking into account the significance of the developed indicators. The final phase of implementation methodology is identifying risks of social, political and economic processes of public policy around the world. This is the ranking of countries by ratio of stability in public policy (stability of economic and socio-political processes in the country). As the result of implementation methodology the following output was received: what really makes a difference is not the amount of the country's debt, but how effectively it manages this debt, whether it has a goal to improve social and economic indicators. Practical testing methodology has proven that studied indicators fully characterize the development of the countries, their political, social and economic situation on the world stage.

In modern conditions for a number of Russian regions tourism is becoming budget. In this regard, it is of interest to the simulation of processes occurring in the tourism business, because they are affected by many random parameters, due to various economic, political, geographic, and other aspects. For improvement and development of systems for the management of tourism business systematically embeds economic mathematical apparatus in this area, because increased competitiveness requires continuous and constructive changes. Results of application of the economic mathematical apparatus allow a more systematic and internal unity to analyze and evaluate the applicability of further processes in tourism. For some economic processes typical tourist activities is that a certain effect and result from exposure to any of the factors on the indicators of the processes is not immediately but gradually, after some certain time, with a certain lag. With the necessity of accounting for this delay has to face when developing mathematical models of tourist business processes. In this case, the simulation of such processes it is advisable to apply economic-mathematical formalism of optimal control, called game theory.

Identifying a framework of institutional change in the field of higher education in Russia

The paper focuses on the features of institutional change in the field of higher education in Russia. Institutional environment of Russian higher education is very dynamic, institutions change quickly; therefore, interactions between actors occur spontaneously rather than deliberately. The article aims at identifying relevant institutions, regulatory mechanisms, informal rules and practices that influence actors’ behavior in the field. The paper emphasizes the application of qualitative interpretative methods in examining actors’ behavior. Participant observation and questionnaires have been chosen as prevailing data collection methods. The results obtained through participant observation and questionnaires are intermediate, preceding the stage of semi-structured interviews.
