Competition policy in Russia: past, present and future

The paper analyzes history and main tendencies in Russian competition policy. Various understandings of such concepts as competition and competition policy are dealt with. Stages in government industry regulation are investigated, starting from strictly defined antitrust law per ser to more flexible forms of competition policy on the format of rule of reason. Russian antitrust legislation and Russian competition practice are shown. Relationship between competition policy and innovation activity of Russian companies are demonstrated. Efficiency of Russian competition policy is estimated.

This paper analyzes the background, principles and forms of realization of the state policy in the sphere of production and sale of alcohol in pre-revolutionary Russia and the Soviet Union from the perspective of historical and genetic approach. The analysis shows that the implementation of state regulatory policy in this area is complex and should not be confined only to the problem of alcohol abuse and treatment of alcohol dependence. In this regard development of alcoholic branch has contradictory character in a certain degree. On the one hand, the income (taxes) from sale of alcohol makes a considerable share of the state budget, on the other hand, established the scale of human consumption of alcohol provoke negative social and demographic problems.

The main thrust of the paper - an attempt to assess how much the sanctions combined with the drop in oil prices hit the consumers. This paper provides an overview of the sanctions imposed by European Union, the United States and other countries (ban largest organizations in Russia to attract foreign capital of the European Union and the United States). The burden of economic sanctions against Russia for the average consumer is shown on the change in prices for food products, electronic products, analyzed Russian car market, the dynamics of small and medium-sized businesses in Russia. The results of import substitution - the balances of trade of consumer goods in Q1 2015 compared to Q1 2014. Dynamics of demand for electronic goods in the paper discusses the example of the effect of price changes in the popular Russian companies (Apple, Sony, etc.) to sales. Rising prices for electronic goods has led Apple to a Giffen’s paradox in late 2014, the higher the price - the more sales. Despite the rapid rise in prices for the company's products (price of products apple Nov. 25 rose by 25% on December 22 for another 35%), sales growth was 80%. This is due to the fact that Russian consumers feared further rise in price of goods and the goods were afraid to lose, which has become for many of them a necessity. Car loans in Q1 2015 compared to Q1 2014 decreased by 4 times, car sales fell by 2 times, import cars from abroad fell almost 2-fold. Especially hard hit small businesses. If in 2013 in Russia was opened 490.7 thous. legal entities, and closed 419 thousand. Then for 11 months in 2014 opened 417.5 ths. legal entities and closed down 483.6 thousand. This means that if in 2013 opening of 70 thousand legal persons more, in 2014 almost 70 thousand legal persons shut more than open. Statistics show that the number of people wishing to sell his business in 2014 increased significantly. In Moscow, for example, in 2014, it was filed with the 14.5 times the advertisement for the sale of business than in 2013, in the Moscow region - 11.7 times, in St. Petersburg - 15.8 times, in Krasnodar Territory - 11.1 times (according to www.rbc.ru). The economic crisis has hit the tourism. The cost of trips abroad increased by 50% or more. Changed the main streams - greatly increased domestic tourism in general, and in the south of Russia in particular. The paper analyzes the changes in the overall macroeconomic performance of Russia in 2014-2015, illustrated by changes in the ADAS model. The paper discusses two nearest forecast scenario from the perspective of the average consumer: optimistic (reduced volume and intensity of sanctions) and pessimistic (strengthening of sanctions, including a work stoppage of Visa and MasterCard in the Russian Federation, the Russian banking system off from SWIFT, etc.).

Foreign students as a resource of skilled workforce in the region (on materials of sociological survey)

Scientific and technical revolution leads to permanent changes in the structure of social production. As a consequence, in employment increased the demand for specialists in a specific profile, depending on the development of science and industry at this stage. Russian post-industrial economy is impossible without a sufficient number of qualified professionals required by the economy. One of the effective ways to ensure country qualified professionals is foreign graduates who have received after graduation the opportunity to stay and work in the labor market of the host country. The paper presents results of sociological survey of international students in the Southern Federal University. The objectives of the survey was to determine the migration attractiveness of the Rostov region, conditions of adaptation and integration of foreign students, as well as identifying the prospects of their involvement in the regional labour market after receiving education. On the basis of generalization of the results in the paper drawn conclusions, given recommendations for improving conditions to attract of foreign students at the regional level.

Data on efficiency of an enforcement of state contracts in different regions of Russia are an empirical basis of this paper. Relevance of statement of a problem is caused by that costs for an enforcement don't correspond to its functional importance that demands theoretical justification of the directions of its improvement: place permanent modifications, additions, legislation adopted by a large number of new regulatory acts, performs pre- sphere of public procurement, administrative practice is subject to non- predictability, complicating the "rules of the game" for all subjects. An objective of this research is the motivation analysis of the auction winner to a choice as providing the contract of the bank guarantee or transfer as proof of money as ensuring performance of the contract.

The role of contract system and its institutions in the national economy, the development of public procurement, the rational use of budgetary funds is explored in the paper. Dynamics of purchases in electronic trading for 2011-2014 is given. Author's vision on the problems in the formation and development institutions such as tendering and organization of interaction of participants of procurement on an electronic platform is submitted. Among the institutions of the contract system stand out: the staff, the system of institutional relations, study, planning and regulation of public procurement, unified information system. The authors suggest possible ways of increasing the efficiency of electronic platforms, the formation of a unified information system. It addresses the issue of affiliation of the bidders, its content, assesses customer actions on the part of the Federal Antimonopoly Service.

The development vector of the treasury technologies in order to improve the efficiency of financial resources management

The current social-economic situation in the country is accompanied by a sharp reduction of budgetary allocations, which in turn actualizes the problem of creation of conditions providing sustainable economic development, as well as unconditional fulfillment of state obligations, primarily social. Course on the solution of these tasks is defined in the plan of priority measures for the sustainable development of economy and social stability, signed in January 2015 by the Government of the Russian Federation. The paper notes that in the beginning of the budget cuts period all outputs of the budget reform were aimed at improving the quality of public (municipal) finances, at creation the conditions most effective use of state (municipal) financial resources. The specific essence of reforms is to move to active methods of management of budget resources and to use new financial instruments that ensure the effectiveness of state (municipal) spending. The author emphasizes that the achievement of objectives largely depends on the Federal Treasury. In this regard, the author investigates the process of technology improvement of the Treasury execution of the budget, the scale of which was determined by the program "Modernization of the Treasury system of the Russian Federation" and direction of the Strategic map of the Treasury of Russia for the period 2015-2019. Special attention is paid to the complex events that determine the vector of development of Treasury technologies in order to improve the efficiency of financial resources management.

Comparative analysis of approaches to determining the property tax based on the cadastral and market value of real estate

The paper considers the problem of reforming the Russian tax system in parts of the transition to determine the amount of property taxes on the basis of the cadastral value. The reforms are aimed to replenishment of local budgets and increase the efficiency of solving the local government problems. Based on data collected on residential properties in Rostov-on-Don have been made a comparative analysis of the market value and the cadastral value of residential properties, as well as the calculations for identifying pricing factors. According to the results of the study it has been concluded that the analyzed parameters of the residential property cannot be selected as the pricing one. Also discrepancy between the market value and the cadastral value has been proven, that demonstrates the need to improve the methods of mass valuation of real estate.

The modernization of the economic infrastructure of modern Russia is now essential, taking a natural limiter necessary momentum, which is especially important in the current conditions of global trends and taking into account the efforts taken by the State, aimed at large-scale growth of production of Russian companies. This paper discusses the direction of overcoming the problem of lack of access to financial services to business entities, due to the lack of a universal tool to identify risks in the provision of credit resources to the understanding that, despite the differences in interpretation of Russian and foreign sources, is a complex of ontological perception of researchers, proposed expanded by generally accepted phenomenon of self-organization. It is proposed to assess the risks of the enterprises on the basis of the provisions of coenoses theory, which allows using a few key parameters to determine the degree of efficiency of use of available resources, to identify the stability of the enterprise as a system and predict its dynamic changes.
