Assessment of the Public Sector Scale in the Russian Federation Regions and Its Relationship to the Level of Economic Development

The need to reduce the public sector of the Russian economy is often discussed in the modern economics. Regulatory evaluation based on a comparison of the effectiveness of the private and public sectors is usually dominated. The problem of determining the role of the public sector from the point of its regulatory capabilities with regional differentiation is outside of the view. Comprehensive assessment of the public sector scale in the Russian regions economy is fulfilled based on statistical data on selected indicators of the State participation. To assess the volume of the public sector in the Russian regions a method to calculate the integral measure of the comprehensive assessment of the scale of the public sector is used in the paper. This indicator is measured in a quantitative scale that allows to use it in the statistical analysis of the data, particularly in the correlation analysis to identify the relationship between the public sector and the volume of GDP per capita. Assessment of the relationship of this indicator to the level of economic development of the Russian region is fulfilled. It is shown that the scale of the public sector is strongly differentiated by region due to the requirements of its regulatory impact determined by the type of region.

In the paper the author's view on the role of government in promoting social responsibility of business and the individual is described. The main features of the socio-economic situation in Russia today are presented (horizontal and vertical mobility of the population, a small number of organizations and the extra-centralized public authorities, the predominance of personal relations between economic agents). The necessity of increasing the role of individuals and businesses in the social system is substantiated and the basic directions of activity are suggested (prosocial preferences, interpersonal trust, redistribution of social responsibility). Transparency and accountability of public authorities are very powerful tool to improve the quality of governance and it is one of the important conditions for the social responsibility, as well as to economic performance in modern Russia. The legitimacy of government is a multidimensional issue. And if we take into account the Russian features it is necessary to point out public control and enforcement, quality of formal institutions, and effectiveness of enforcement mechanisms. Also governance is important to enhance quality of regulation.

Statistical Study of Corruption in the Region (on the Example of the Rostov Region)

The paper proves the effectiveness of the using of statistical methods for evaluation of the corruption level as a result of its, on the one hand, latency, concealment of official statistical accounting, and on the other - the scale of corruption in Russia. The comparative analysis of the substantial characteristics of the nature of corruption by Russian and foreign scientists, as well as their reflection in the law has allowed to develop a questionnaire to adequately assess the levels, causes and the effectiveness of implementation of the policy on the fight against corruption as the most important social indicator of inefficient institutions. Analysis of the results of the economic and sociological survey of the population of the Rostov region revealed a shift of corruption performance in the region in the direction of the education system as a result of the dominance in the selection of students, but it led to the conclusion about the need to tighten legislation on the fight against corruption (72% of respondents), including the confiscation of the property (79,1%), the dismissal of corrupt officials, the ban on public office. The necessity of further in-depth statistical studies of corruption on the development of more effective measures is improved to combat it as a tool for removal of the Russian economy from the crisis and ensure that it is more sustainable growth than projected in the 2020s (the lost decade) 1,5% positive GDP dynamics.

Researching the redistribution processes in the framework of welfare economics is primarily carried out through the analysis of implementation opportunity of the social justice principle. Distributive justice involves the redistribution of income and resources in proportion to certain criteria. However, there is still no consensus on these criteria, which would clearly judge the fairness of the distribution.Individual needs, rights, desert or specific contributions of citizens in the development of society, the product outcomes, and many others can be served as the justice criteria. According to an egalitarian tradition, if not identified relevant distinguishing criteria, we can talk about the existence of the presumption of equality.
 
Establishing equality means the advantages elimination of one individual over others. The paper attempts to analyze the egalitarian policies measures to implementation of equal opportunities, treatment and results, which ideally should neutralize all negative effects of a high degree of social inequality and achieve the desired goals of social policy. The paper also provides the argument concerning the realization possibility of the general equality idea. The author focuses on the existence of the exclusions in the equality policy - on the idea of «positive discrimination», which determines the appearance of conflicts between individual and public interests.

The key tendencies of development of Russian market of tourist services as an integral part of the global market are examined in the paper. Special attention is paid to tourism market of the Stavropol territory is included in the top 10 most attractive from the point of view of tourism regions of Russia and the region of Caucasian Mineral Waters, as the main tourism destinations of the region. Disclosed key infrastructure constraints hampering the further development of tourist cluster of the Caucasian Mineral Waters, and offers recommendations for their mitigation. The analysis of competitive advantages of sanatorium-resort complex Caucasian Mineral Waters regarding the world's leading thermal spas reveals the competitiveness of resorts competitiveness of the bookings made for the price. Conducted comparative analysis made it possible to draw a conclusion about the high price competitiveness of services offered by spa resort towns Caucasian Mineral Waters agencies compared with foreign counterparts. However, even competitive costs regions may have very low levels of flows of tourists because of the inconsistency of the infrastructure properties (full or partial) the goals of tourists. It is proved that the main obstacle to promote the territory with competitive natural and cultural characteristics into a full-fledged tourist destination is the poor quality of accommodation, as well as the low level of development of the system.

The Extension Model of Sustainable Management of Industrial Enterprises

The paper discusses the problem of assessing the sustainability of an industrial enterprise in the context of a balanced use of limited resources. As a conceptual model approach is adopted to «3S» consider enterprise as a space that allows to combine different approaches to the sustainable development of enterprises at all stages of the life cycle. It is shown that the stability of viewing each space element is methodologically advisable to rely on system constraints, describing the boundary condition of temporary equilibrium, the achievement of which the local period synergistically causes some balance the allocation of limited resources of the enterprise. Financial stability, reflecting the nominal effective use of resources at all stages of the life cycle can be one of the proxy indicators for rapid assessment of the interaction of all subsystems, which optimality criterion proposed system coenoses restrictions. The above statement of the problem made it possible to formulate the basic requirements for the content criteria-based device diagnosis of possible states and justify the use coenosis sustainability as a synthetic approach that allows mathematically describe the self-organizing systems in the dynamics within the limits of survival. The algorithm of the mathematical and statistical evaluation of the financial resources of states, reflecting the degree of stability of the company as a consumer of scarce resources over time is offered.

In the paper the analysis scientific and standard legal support of development of small and medium-sized enterprises (SME) in modern conditions that allowed further on the example of the Moscow region is carried out as most progressive in respect of state support of small and medium business in the Russian region, to estimate a condition and dynamics of development of business activity. As the key moments of development of instruments of the state support of SME are noted involvement of subjects of small and average business in implementation of the state contracts and their inclusion in again formed territorial and production clusters.
 
In research it is shown that development of instruments of the state support of SME has to promote their production cooperation that in modern conditions is realized by means of participation in territorial and production clusters and will allow to carry out restructuring of SME in the direction of transition from trade and intermediary activity to innovative in real sector of economy. Relevance of this process in the conditions of realization of economic policy of import substitution is shown.
 
In the context of development of SME expediency of their rational placement in spaces of the Russian regions is proved. The conclusion is drawn on need and expediency of the account and dynamics of enterprise capacity of territorial subjects of the Russian Federation when determining the directions of the state support of subjects of small and medium business.
 
In the result of research the scheme of development of subcontract system of SME as instrument of increase of efficiency of interaction of power and enterprise structures on which development of instruments of the state support of small and average business has to be directed is submitted.

Modeling an effective system of local government is a major challenge due to both political and economic reasons. It is designed, on the one hand, to separate the power of the various authorities and to increase the transparency and accountability of their activities, and on the other hand, to contribute to the conformity establishment between the proposed public goods and services, and the needs and preferences of the local population.
 
Based on the results which have been already achieved in implementation an mechanism of the local government effectiveness, on the example of Rostov-on-Don city the author analyzes the possibility of improving this mechanism in certain financial framework. The methodological base of the research is represented by the use of system and situational approaches. The complexity of the institutional mechanism of management is provided by the analysis of its two main blocks: the control of the current activities and strategic management - through the prism of its regulatory and incentive elements.
 
As a result of data comparison of the dynamics of the number of local governments employees, small and medium-sized enterprises, the volume of investment in fixed assets, the development of housing construction, culture and education in Rostov-on-Don and other cities of the Rostov region the author makes the conclusions about the effectiveness of the current local government system and gives recommendations for its further improvement.

Excessive tax burden on the economy of the country contributes to create risks of the country financial security, it is connect with withdraw from the economic entities of financial resources to finance the current needs of the state. Not a balanced fiscal policy to relation of various branches of the economy provokes structural imbalances in the economic system, expressed in the active development of some economic activity to the detriment of others.
 
The paper discusses the methodological basis of financial security of the state in terms of the fiscal segment. As a tool for the analysis of the tax burden is proposed method of calculation, based on an assessment of the coefficient of elasticity of the value of GRP from income tax charge, based on the growth rate, which is subject to view the statistics provided by the Federal State Statistics Service. Using the coefficient of elasticity allows analyzing the dynamics of changes in the tax burden in the economy. The detailed analysis of the dynamics of the tax burden on the economy of Krasnodar region as a whole and for individual economy sectors in the region in particular for the period 2007‒2014 years is carried out. The method of rating of valuation of economy branches based on the dynamics of the coefficient of elasticity is offered. The sectors of the Krasnodar region for reduction degree of financial security are ranked .

Current trends in Russian consumer lending, especially against the backdrop of economic crisis of recent years, highlight increasing relevance of the issue of sustainable household credit behavior. Survey conducted in December 2014 and January 2015 was focused on credit behavior of people who live in small depressed Russian monotown Gukovo (sample size is 80 respondents, with the total population of 65,4 thousand people as of January 1, 2015). The study aimed to provide empirical support for the main hypothesis that it is possible to influence the borrowing intentions of the local households to make borrowing more sustainable, through participation of local administration in developing and implementing rational lending programs, as well as in promoting successful rational lending practices aligned with the goals and objectives of local economic development. Data obtained through the personal structured interviews followed a specific questionnaire served as the basis for the model of logistic regression. As the findings have shown, a proportion of local households surveyed demonstrates readiness to change borrowing intentions toward more sustainable borrowing. In addition, provided the target loans developed with the participation of local authority are available, the number of potential borrowers may grow by 18,75%. The factors which can positively influence the active borrowing behavior toward its sustainability are identified and ranked in terms of their importance from the respondents’ perspectives. A statistical profile of the potential borrower of sustainable loan to be developed with the participation of local authority is defined. Young men, who show positive attitudes toward credit use, as the family size and number of dependents grow, are more likely to apply for such credit.

The paper is devoted to actual problems of the theory and legislation of the modern criminal trial based on provisions of differentiation of a procedural form. Its basic provisions belong also to questions of evidentiary activity. Characteristics of knowledge on criminal case will claim the psychological knowledge and categories included in the mechanism of legal regulation of criminal procedure activity. Key role is allocated for the principle of freedom of an assessment of proofs. In this case the assessment of proofs is carried out on internal belief. Historically it is connected with institute of jury trial and competitiveness. Both the principle of freedom of assessment of proofs, and many other provisions of the procedural theory and the legislation need interpretation and an explanation with use of modern psychological knowledge.
 
At the same time in modern Russian criminal procedure as well as in foreign types of criminal trial the reduced summary or special procedural jurisdictions are actively applied. It means formation of the differentiated model of criminal legal proceedings at which there is a summary process. Simplification of an order of proof on a criminal case through a wide range of exceptions is characteristic of them that constitutes a theoretical and practical problem. At their decision it is necessary to use a modern arsenal of methodology and the theory, including new achievements in the field of psychological knowledge.

The paper attempts to analyze several approaches to learning a foreign language based on using English as Medium of Instruction (EMI) in High School. Special attention is given to the «content and language integrated learning» (CLIL) as the most progressive approach to defining the scope of professional education. The author classifies the models of language teaching within the statedapproaches that promote the efficiency of professional training of future economists in solving professional problems on the basis of implementation of foreign language competence. The paper defines the conditions of subject and language integrated models implementation into the learning process. In conclusion, it is noted that the integration of subject and language experience contributes to the optimization of foreign language training and a significant improvement in the quality of the educational process.
