Problems of Economic Grown in Modern Russia: General Characteristics and Regional Aspect

Authors analyze the problem to find the optimal policy options to stimulate economic growth in modern conditions. They point out three possible options for such policy according to the different structural priorities. This point causes the question of the extent to which the proposed policy approaches to stimulate economic growth correspond to real economic trends. The solution of this problem is possible only on the basis of the empirical study analysis results. Also it is necessary to take into account the regional dimension related to the fact that the various sectors of the economy linked to the various regions. According to this fact one may point out Russian regions with the predominance of the mining industry, manufacturing industry and services. Authors exploit panel dataset on 80 Russian regions for the period 2005-2014 to analyze the relationship between annual shares of sectors in output and employment and per capita gross regional growth. Results indicate that regions with a higher share of manufacturing and mining both in terms of output and employment grow slower during the reporting period. The impact of services on growth is somewhat paradoxical: regions with bigger shares of healthcare and education in output growth faster, but a bigger share of this sector in employment, as much as expanding of the labor share of these sectors impede growth. Possible reason for this paradox is that the high proportion of services in the regions-leaders (especially the share of total employment) reflects not the degree of their development, but the development of the public sector in relatively poor regions. The results show that neither manufacturing nor mining and services are not the engines of economic growth that can ensure sustainable development of the whole economy. Authors point out that it is necessary to conduct multivariate policies to stimulate economic growth, which is based on the various configurations of developmental actors folding in different regions of the country.

Various forms of partnership and interaction of economic actors play an important role in activization of an industrial development, achieving a critical mass, necessary for generation of essential positive results, due to special measures of state regulation. According to this, the factors influencing the choice of measures of state regulation of partner interactions and formation of their complex structure are defined and analysed. On the example of clusters possible roles of the state in formation and development of partner associations of the appropriate type are presented. The potential risks arising in the course of development and implementation of measures of state regulation of integration structures are shown. The sequence of steps for determination of measures of state regulation of development of partnership in the industrial sphere taking into account local specifics is offered in the paper.

The paper analyzes the impact of economic sanctions in general for innovative development of Russia, as well as individual sectors of oil, gas, financial and banking sector. It is shown that the ban on exports to the Russian oil and gas technology has led to the freezing of existing and refusal to enter into new projects.
 
Increased production and export of US oil and gas have led to an increase in excess of the global scope of these types of raw materials and led to long-term downward trend in world energy prices.
 
In recent years there has been a sharp decline in the net inflow of foreign direct investment in Russia, which exacerbates the problem of domestic sources of domestic innovation policy. The effect of sanctions on the development of the Russian economy as a whole and its individual regions is condifered.
 
The paper describes the approaches to the definition of the innovation potential of the Russian region, identified several levels of manifestation of the region's potential and its characteristics, provides a definition of the region's innovation potential, discussed the factors influencing the development of the region's innovative capacity. The current state of the regional innovation system of the Russian Federation is analysed.
 
The paper describes the main tasks of the Russian Federation Innovative Development Strategy for the period up to 2020. The degree of implementation of the Strategy, problems and prospects of realization of the basic provisions of the Strategy, the impact of the implementation of the Strategy on the Russian economy, its position in the index business are analysed in the paper.

Features of Interaction of Business and Government in the Form of Public-private partnership

Today modernization of relations between the government and the business sector is an important issue particularly relevant in the context of financial globalization in the transition to a market economy. The paper discusses the theoretical concept of public-private partnership, as a form of business organization, combining the functional features of an independent firm or companies and the government, which implementation is caused by the need to ensure the production of the most important benefits in various areas, as well as the features of the interaction of business and government. It is proposed to highlight the definition of public-private partnerships in the form of a special system of relations of economic agents, as well to determine the required features that separate this form of interaction as a partnership from other forms of interaction. Also the authors consider a system of public-private partnership in terms of coordination of joint relations between the government and business, try to identify the basic principles of interaction between the participants, identify their main advantages that each of the participants in the partnership seeks to contribute to the joint project, and identifiess areas to support sustainable development the country's economy. The paper describes the problems associated with the implementation of projects in the public-private partnership system and suggests ways to improve them, discusses the main advantages and disadvantages of such members, as the government and business.

The paper is devoted to researching the economic behavior of individuals in the higher education in the term of increasing bureaucratization. Reasons of bureaucracy and inefficiencies generated by it are considered on the example of the higher education sector. Constant changes in the bureaucratic system requirements need to be adapted in the behavior of actors. The authors highlight approaches to adaptation within the framework of the Austrian school of economics. Austrian approaches to adapt and the adaptive rationality concept in institutional economics are compared. The role of rationality in the process of adaptation is shown in the research.
 
The empirical basis of the study is represented by the transcripts of 50 in-depth interviews conducted in 2015 with students, lecturers and heads of higher education institutions of the Rostov region. The main objective of the interview is the allocation of institutional change in higher education. Bureaucratization was named by respondents as one of the most important changes. The paper systematizes the respondents' answers on the impact of bureaucracy and carries out typology of adapting ways to the formal innovations. Imitating practices as a form of adaptation to the growth of the formal requirements are considered clearly. The authors display the negative impact of this adaptation form to the quality of educational activities and organizational culture.

On the Development Directions of Industrial Policy Institutions in Modern Economy

The author considers the use of the institutional planning as the tool for forming of public economic policy vector in modern Russia. Author accents attention on actuality of the examined methodology in the context of choosing the priority clusters of industrial politics. The necessity of development of conceptual approaches is marked at the study of structural elements of new industrial politics. The paper explains the focus of the transformation of the industrial sector in the implementation of the strategy of «crisis-accelerated development». The main evolutionary stages of forming a modern industrial policy in the Russian Federation are highlighted in the work. The author notes the need for a set of theoretical and methodological principles and the provisions of classical and evolutionary theory, institutionalism and focuses on their interdependence. The main conclusions are set on the basis of the ongoing economic and sociological surveys of enterprises of Rostov region involved in the innovation process, enabling to implement the basic tasks of the research project. Application of the method of discourse analysis and institutional economics methodology provides the qualitative interpretation of data derived from interviews. The need for further institutional reforms aimed at reducing transaction costs at all levels of implementation of industrial policy is proved in the conclusion.

Negative anthropogenesis impact on environment is now felt especially sharply and gains global character. One of the most large-scale subjects of the economic environment doing harm to environment are the enterprises of an coal complex as they in large volumes throw out the polluting substances and in high volumes take natural resources. However the field of activity of such enterprises is a priority for national economy, and difficult interchangeability of energy raw material resources demands from the state and the coal enterprises of development within realization of complete branch ecological-economic policy of the economic mechanism of stimulation of ecologically sustainable development of the coal complex.
 
In the conditions of an economic crisis, threat of world recession and external economic pressure upon the forefront there are two priority economic tasks: maintaining economic and social stability and promote economic growth of the Russian economy and its regions. Along with attempts to stabilize the preserved and newly opened businesses, and really putting their place in the market economy, it is necessary to overcome the whole complex of socio-economic and environmental impacts of restructuring. The neutralization of the negative environmental impact of the closure of coal enterprises, as well as warning of emerging environmental hazards require large material costs. To reduce costs requires a comprehensive, scientifically sound approach to solving this global problem. Significant reserve to reduce the negative impact of ecological consequences of liquidation of mines on the environment is the task of the use of related natural resources, which are currently the sources of pollution of the biosphere.

The paper presents the problem of assessing the potential use of intangible resources. The relevance of the research is determined by the necessity of innovation-based economy, the growing role of intangible resources (human, social, organizational, intellectual and other kinds of capital) in promoting economic development of individual regions and the country as a whole. The paper proposes a verification method of the factors that characterize the potential use of intangible resources, affecting productivity. For a description of dependencies linear regression model was selected, also there was carried out an assessment of its parameters and performed Quality check of model. In the course of a capacity assessment intangible resource model constructing at the regional level was used regression analysis (the choice of indicator system, data collection and analysis, the calculation of the correlation coefficient, the choice of models and numerical estimation of its parameters, quality control model, assessment of the certain factors impact on the basis of the model). Also the factor analysis is used (matrix of factor loadings), and the classification on the basis of the factors selected regions is carried out. The regional clusterization of the intangible resources capacity will allow to make correct management decisions in the future.

The paper is devoted to a subject of creation of systems of interactions of universities and industrial enterprises for ensuring development of certain regions and all national economy. A research objective is the proof of expediency of creation and strengthening of ties education and business for a covering of need of the industrial enterprises for shots of the corresponding qualification. Problems and shortcomings of development of modern industrial sector are revealed. Expediency of use of practice of a clustering of the industry and the universities and activization of investment and innovative activity when developing industrial policy of regions is proved. A conclusion that the clustering of the industry and universities will lead to a prize from the accompanying economic effect which will allow them to create higher cost for the end users, than the companies isolated from each other is given. The scheme of interaction of universities and enterprises, spheres of implementation of negotiations on cooperation and economic effects for each of the parties is presented in the paper.

The degree of maturity of the civil society of a country is now seen as an important indicator of the development of a socially oriented market economy. The authors explore two forms of state and civil society relations - qualitative, characterized by the diffusion of a relationship of trust in society, and quantitative, in the system of public procurement corruption identifiable pace of localization. Institutional capacity development of civil society in public relations is the simultaneous modernization of the qualitative and quantitative scope of its relationship with the state. The paper presents the mechanism of transition to a partnership model relations between the state and civil society, the most important form of which is the realization of public control, rapid formal institutionalization which has provided detection and elimination of large-scale irregularities in public procurement. Its swift formal institutionalization provided by representatives of civil society to identify and eliminate large-scale irregularities in public procurement. The experience of NGO Fund "Sodeistvie - XXI vek" to identify "blind" purchases, is offered as a tool to improve the efficiency of public control conduct free training of potential public controlles by institutions engaged in training of civil officials for the course "Management of state and municipal procurement".

The hypothesis of the state policy modernization as an instrument of the institutional design is offered in the paper and justified by the example of a new industrial policy in Russia. The need of the modernization of the industrial policy was actualized by the global financial crisis 2008-2009 as the first crisis in the post-industrial (service) economy. In developed countries, which have been replacing their industries in developing countries for the past three decades, this modernization is being made as a reshoring – the return of the exported industries on the country territory, in Russia – as a reindustrialization (neoindustrialization). Although procurement and industrial state policies are sustainable parts of the state economic policy, the author shows that procurement state policy have high potential for stimulating national industry development. Particularly, institutionalization of some procurement bans for governmental needs for some kinds of industrial products had high positive effect on the dynamic of this industries in 2016. Some measures to improve the efficiency impact of procurement policies to encourage industrial development are supposed in the paper.

Modern economic development is accompanied by the increasing complexity of the relationship structure, intercompany transactions, the requirements for information disclosure on the entity’s activities. It leads to the opportunities growth of fraudulent representation public companies reporting. The external audit is considered as an institution that resists to negative processes. The issues of improving the tools that assessing the risk of material misstatement of the financial statements due to fraud from the standpoint the fraud theory have been examined here. Determining potential areas in which methodology for risk assessment of material misstatement of the financial statements due to fraud in an audit are based on the modern fraud theory interpretations will be develop. Functional and structural, comparative, logical and historical, deductive and inductive analyst methods have been used. Retrospective analysis on research areas in the fraud theory field has been performed. Perspective directions for improving methodology and methods for risk assessment of material misstatement of the financial statements in an audit have been identified. Methodology development for fraud risk assessment procedures in an audit of financial statements is based on “fraud diamond” theory. Creating new interpretations the fraud theory during last fifteen years is a consequence the expansion opportunities for corporate fraud, one of the most common species which is the financial statements falsification. Changing the list of factors that could initiate the fraud in the company's public reporting requires that the methods of its identification during the audit should be improved. Methodology and methods risk assessment of intentional material misstatement of the financial statements need to be improved in the direction both the modern modification of fraud theory.
