The credit continues to remain an important source of investments in national economy development. Its development, however, isn't followed by adequate studying of theoretical problems. It is considered that the credit as the theory item is already fully studied and problems of its practical use are more important. In spite of the high practical significance of the credit knowledge his basic theoretical questions remain far not completely researched which significantly constrains an effective use of the credit in economy. In this article the attempt to reveal the most significant problems and delusions interfering development of the credit is made. Considering the important initial questions of society for theoretical problems the author reveals those from them which have essential practical value and require more active researches.

The classification of forms of markets for addictive goods was made according to the criterion of exchange (absent, emerging, free, oligopolistic, monopolistic, monopoly). There were systematized approaches to argument for the state monopolization of the markets. Reducing the supply, increasing prices, reducing the influence of the motive of private profit are crucial. There was made the classification and analysis of prevailing forms of state markets for addictive goods in the international practice. They are: state monopolistic, competitive, prohibitionists, medical, antiprohibitionists mixed. Based on this there were marked modern features of their state regulation due to the consumer culture, religious prohibitions, the effectiveness of measures in demand reducing, diametrically different approaches to new markets, international split in the prohibition of the drug market. Domestic specifics associated with skimping on experience of regulation of the alcoholic market in a similar pattern of consumption in the Nordic countries, inadequate implementation capacity of state regulation of demand for tobacco products, with the creation of barriers to the development of gambling and new markets for addictive goods, with a veto on the liberalization of the drug market. Based on a comprehensive assessment of the market potential of business entities in specific markets there were offered socially appropriate forms of their states: in the markets of gambling and drugs a combination of the policy of prohibition and monopoly-oligopolistic proposals, in oligopolistic markets tobacco products and energy drinks the monopoly, in the markets of alcoholic products the differentiated approach.

Modernisation Parameters of Fixed Capital in the Reindustrialization Conditions of the Economy: Statistical Aspects

In sales terms of strategy of the reindustrialization directed to recovery of potential of industrial production on qualitatively new technological basis in article the attention on such object of state regulation of economy as level of technological effectiveness of industries of the processing and extracting sectors of the Russian economy is focused. A main objective of this article is the research of parameters of modernization of fixed capital, including its statistical recording and analysis. Unlike the existing researches in which technological effectiveness is determined by such indicators as costs for Research and Development and a share of highly skilled workers in this article for an assessment use of such indicator as an organic structure of the equity which reflects change of a technical structure of the equity in dynamics is offered. In article measure calculations "an organic structure of the equity" on industries of the processing and extracting sectors of the Russian economy are made. Comparison of the received results with data of official statistics, including an indicator "a «fondovooruzhennost» by types of economic activity" allows to formulate a conclusion about need of accounting of cost indicators of a factor "work" in case of an assessment of parameters of technological rearmament of production. Also comparison of parameters of technological effectiveness of the extracting and processing sectors of economy of Russia and the USA is made. The carried-out calculations testify to repeatedly lagging behind absolute values of a technical structure of the equity in industries of the processing economy sector, and also to availability of a technology gap between extracting and processing sectors of the Russian economy. Such dynamics is a consequence of the adverse institutional changes generating growth of transformational and transactional expenses in national economy.

The purpose of the article is to analyse the consequences of informal employment for the Russian labor market. The author approaches informal employment from the legalism perspective. While distinguishing between formal and informal employment, the author relies on the contract criterion, i.e. presence or absence of formally established labor relations. The reasons for the existence and reproduction of informal employment relations in the Russian labor market are imperfect institutions of regulation and a complex of economic and social factors. The consequences of informal hiring for participants of the employment relationship are different. In the article are considered the positive and negative consequences of informal hiring for employees, employers and the state. It is shown that the problem of informal hiring is multilayered, not reducible only to imperfect labor market regulation institutions and requires adequate complexity of approaches. The ways to reduce the level of informality on the Russian labor market: the stimulation of an increase in the number of formal jobs and the legalization of business, especially in the smallest and micro-business; refusal of attempts of violent and excessive formalization of employment; improvement of the quality of regulation of the social and labor conditions and business climate. Special attention should be paid to estimation the balance of benefits and losses associated with informality for all participants of social and labor relations.

Zugzwang in the Russian Economy and Society (on the Book by V. Shmat «Oil-and-Gas Zugzwang»)

The mainstream past and present issues of the oil-and-gas sector in Russia as well as in the world are described. The author is well versed in the topic and his style is absorbing. The sectoral questions are discussed in the context of the general economic challenges facing Russia. It is argued that the oil-and-gas sector of Russia becomes deadlocked, and the fault lays with both government and private sector institutions. The author anchors his hopes on the third force - the society. In this regard, the author’s public stance and his concern of the Russia’s place and future in the world are greatly valuable. The book’s drawbacks include an excessive reliance on the state and corporate statistics of the sector which errs most in the estimates of fixed capital. My recalculation shows that its replacement value is underestimated by the factor of seven. This radically changes the estimate of the cost of petroleum extraction and the dynamics of fixed capital in the industry. There is no foundation to the hopes the author puts on the role of the society. The contemporary Russian society is dead as a result of the historic tradition and the uprooting of social institutions during the past fifteen years. The statement is based on the failed attempts to invoke interest of the civil society, mass media and the academic economic community in alternative evaluations of Russian economy, without which, evidently, it is not possible to determine the state and the prospects of Russian economy, the nature of the national economic policy.

This article contains a proposal for a new approach to management of development of electric power in the multi-level governance system. To improve the effectiveness of the multi-level governance is offered by the wide use of marketing. Tools of investment marketing can be used to match demand and supply, using all levels of management. To do this, the subjects at every level of government carried out an identical procedure horizontal integration of sectoral and territorial marketing. Isolated, and then analyzed and evaluated by territorial competitive position and industry competitive position. Then, based on analysis and evaluation of produced competitive position produced directions of development and formed investment proposals. After conducted custom PESTanalysis, which is proposed to use as a tool for analysis and evaluation of investment demand subjects of external control levels and, in fact, is a vertically integrated marketing in the multi-level governance system. With this approach, each actively involved in the mechanism of the subject of management has the ability to efficiently allocate "through the corridors" of investment development, to select appropriate investment proposals. Goal setting, recording and evaluation of the competitive position in the performance of the above procedures can effectively compare and coordinate investment demand with investment proposals in the complex structure of multi-level governance. The use of horizontal and vertical integration of marketing in this system greatly increases the efficiency of management by taking into account the scale and evaluation of internal and external market factors.

Improving the Assessment of Regional Economic Potential (on Example of Rostov Region)

The article discusses a number of problematic issues concerning the possibility of improving existing approaches to assessing regional economic potential. Based on the analysis of existing approaches it is concluded that presence of a number of inherent common disadvantages, which include the exclusion of complex assessment elements of intangible resources, isolation from development goals in the region, ignoring the possibility of incremental reserves development static evaluation results. To overcome these ambiguities the authors' approach to improving assessment procedures based on the allocation of the essential nature of the category «regional economic potential», which unites, on the one hand, the resources available for regional development (actual potential), and on the other hand, resources in respect of which the region has the opportunity to attract them as a tool for further development of (stochastic potential). As the degree of implementation of this option is determined by the quality of regional governance, the most important element of the economic potential of the region is also an effective mechanism for management of existing and potential resources of various types. The practical implementation of the proposed methodology suppose, for example, estimate the economic potential of the Rostov region. At the first stage of the evaluation determine the most important elements of this potential and their ranking, on the second – assessment of the status of these elements from the point of view of their availability, ability to attract and management efficiency, and the third – the normalized assessment of regional economic potential.

In article methods, the principles and the main tools of technology of "economical production" are investigated. The possibility of application of "the concept the economical region" at the level of regional economies is analyzed. In the conditions of the policy of import substitution realized now in Russia, economical technologies, in our opinion, need to be considered as a basis of further innovative development of regions. Recently the philosophy of "economical production" which arose in Japan actively takes root the management of the Russian enterprises which treat, in particular such large organizations as: LLC Gazpromneft-Khantos, PJSC Rosneft, PJSC Sberbank, PJSC Gorky Automobile Plant, RUSAL United company, PJSC Kamaz, etc. The philosophy of "economical production" is implemented by means of certain tools and the principles. Treat the basic principles of economical technologies: probe of the existing losses, drop of negative consequences from the found losses by special methods and tools, and also monitoring of efficiency of functioning of system in general. The traditional tools used in the course of "economical production" are: mapping of a stream of creation of value, the 5S system, kaizen, visual management, the standardized operational instructions, kanban, bystry readjustment, general care of the equipment, "the extending production", etc. Use of the principles and instruments of "economical production" in business management and the region allows to increase many times their general competitiveness and to provide transition of regional economy to new qualitative level. In this regard, the question of whether technologies of "economical production" the main of innovative development of regions are becomes very urgent.

The article shows the expediency of forming of a green cluster of the automobile industry and indicates the possibility of implementation through the development of electric vehicles as one of the environmentally friendly modes of transport. It is proved that their production requires the joint efforts of the automobile industry, small and medium business enterprises and organizations in other industries that manufacture components and equipment for electric cars. Further the possibility and expediency of launching of environmentally friendly vehicles is proved through the provision of issue in the process of import substitution in the automotive industry. The assumed centres of the green clusters of the automobile industry are selected, they are companies that are potential manufacturers of automobiles, having the properties of environmentally friendly vehicles: PJSC "AVTOVAZ", "GAZ". The scheme of realization of perspective projects on creation of models and production of electric vehicles is represented in the framework of activation of cooperation between state, municipal and business structures in the Russian regions. It is proposed as an institutional form of their interaction to use the concept of a consortium of the automotive industry, which principles are reflected in the text. It is concluded that in the automotive industry in the Russian regions there are possibilities of formation of territorial and production clusters based on the foundations of a green economy in the Russian Federation.

Higher education today is developing in a highly competitive environment Competent positioning of the activity is the most important factor of success in the market. The quality of education is a defining position in the competitive struggle of domestic and foreign universities. The article considers the key role of education, which develops moral, spiritual, creative qualities of people and satisfies personal, group and social needs. Higher education in the field of educational services has a special significance, since it prepares personnel directly for work in various sectors of the national economy. The transition to the new federal state educational standards (GEF HPE), based on the competence approach and focused on the development of students' competencies – a dynamic set of knowledge, skills, practical experience and personal qualities that allow the graduate to successfully be professionally implemented in a wide range of economic sectors, is one From the leading trends of modern higher professional education. In this regard, there is a need for a competent orientation of not only the educational process itself, but also its monitoring and evaluation component. The reform of higher education in the Russian Federation continues to this day, setting universities the task of raising the quality of the educational process to the level of world standards. An important step in improving the educational activity of improving the quality of education in the university is the integration of science and the educational process, which allows to significantly improve the processes of forming the qualifications of graduates. The quality criteria for higher education varies considerably from country to country, however, key positions are maintained in many educational systems. However, the educational system has accumulated a large number of problems that reduce the prestige of higher education. These include universal accessibility, increased commercial reception, inadequate state funding, low demand for graduates, and others. The article considers some proposals on the solution of the above problems, the implementation of which, in our opinion, will contribute to improving the quality of education in Russian universities. On the example of the Regional Regional Russian University, the criteria for the quality of education in this institution are disclosed, which allows him to be among the leaders in the rati ng assessment.
