Organization of an effective education system is an important task of every modern state, aimed at innovation, competitiveness. Education system itself is a dynamic social phenomenon. That is why it requires constant reform of social-economic, scientific, technological and cultural development of the society. Development of Latvia in the European Union confronts its need for a productive study of the content, structure, forms and factors affecting the educational system effi ciency for permanent reform of the educational concepts and programs in accordance with the requirements of the Bologna Convention. The purpose of this investigation is to determine the features of life scripts in the evaluation of education by the residents of Latvia. The main task of the research is to assess the effectiveness of the education system of the state through set of factors which include both objective (the status and availability of infrastructure, budget, training and retraining, etc.) and subjective (psychosocial) assessment and conception about the education system (satisfaction with their own level of education, its specialty, and the attitude to it).

The impact of antimonopoly norms on the firm boundaries:the experience of the Russian antitrust legislation

The impact of certain norms of anti-monopoly legislation on the comparative costs of intraand inter-firm transactions of Russian companies is investigated. It is shown that some changes in the Russian anti-trust legislation over the past four years, lead to lowering the cost of the business organization (the rules mergers), some have ambiguous (criminal liability for abuse of dominance) and some (illegality of vertical restraints, concerted actions and monopolistically high prices) unfavorable impacts on the development of the Russian company model. In some cases, stricter anti-trust legislation, creating a basis for I and II error types, can not only initiate but directly impedes competition.

Activities of the state bureaucratic machinery of development realizing modernization projects are considered. Depending on the «productive» or «nonproductive» institutional environment bureaucratic machinery can dominate both «predatory» and «veberian» characteristics of bureaucracy. The experience of foreign countries shows that the most effective bureaucratic machinery are consolidated bureaucracies with a dominating of personalized external ties (South Korea and Taiwan), and fragmented bureaucracies with a dominating of de-personified external ties (Ireland and Finland)

The purpose of this article is to analyze the identification phenomenon in the human self notion, behavior and adaptation to the environment. In contrast to the relatively «narrowlyspecial» identifi cation term used in the traditional scientific disciplines, this article imparts a global significance to the stated phenomenon and to the role in the individual and social-economic development study. This paper shows that an individual and communities are capable to manage their identifications and by choosing the best ones receive the opportunity for the further development. Grounding on the key «effective identification» concept in the biological, historical, economic and sociologic processes analysis the relation between the identification and the social-economic individual and community development is revealed. Thus, this article formulates the concept of the scientific discipline, named by the author the «Identifilogy».
