The institutional complementarity concept (SES) is proposed in the paper. Its components are the structural, functional, general, exogenous and endogenous institutions complementary. The author presents the elements of the institutional foundations of the architectonics of social and economic systems. They assign values, collective conventions, institutional forms and functions, the institutions, institutional scope and units, the basic institutions and production social systems, the accumulation and development modes, SES, SEM, integration associations, the global economy as a whole. The connection between the original grounds of structural complementarity and institutional models of capitalism is represented.

Authors concentrate their attention on the comparative analysis of the modern Marxist political economy and institutional economic theory. Article articulate methodological and theoretical common features and differences between these schools Among the most important features common for Marxism and ‘classic’ institutionalism, stressed by the author, are not only typically mentioned (methodological holism and so on), but also:
critical approach towards ‘market-centric’ model of economic theory;
distinction of different economic systems and existence of the complex, qualitatively different forms of economic life in modern reality (not only market, but also another types of coordination, including planning, solidarity, net-work cooperation and so on; different property relations; different types of economic values and motivations and so on)...
Authors show potential of both schools in the research of the different social and economic problems, where and why different approaches of this two schools can be used as the most efficient ‘instruments’for the research of economic life. Authors also take into the account specific features of neo-institutional and ‘classic’ institutional theory.

The author analyzes the problem of measuring human development in the aspect of limiting access to its resources. Human potential is considered as a complex trait that reflects not only the accumulated resources and the individual qualities, but in the wide sense describes his «social well-being». It is shown that the developed cross-country comparisons of the human development index (HDI) and index (IPA) have several drawbacks and are not suitable for the analysis of the situation in the country. To isolate the deprived population groups requiring special attention and special social policies proposed measure, which was built taking into account the Russian specifics and tested on Russian data. Comprehensive assessment of limiting access to resources has shown that the most vulnerable groups are families with children (especially the large and incomplete), which is undoubtedly in the future, adversely affect the quality of human potential.

The factors that characterize the reproductive processes of scientific personnel in Russia are considered on the basis of state statistics data. The author sets the interdependence between the development level of productive forces, the scientific training structure in the post-graduate education and the researchers distribution by fields of science. On the example of ten regions analysis with the highest researchers number for the period 1995 to 2009, a correspondence between the indicators of the researchers number with scientific degrees, innovative activity level among regions and the condition of their high-tech sector is determined. The reasons that influence the research capacity formation, promote and prevent its development are investigated.
