The infrastructural complex of the Kaliningrad region: problems of post-industrial modernization

The paper covers the aspects of improving the infrastructure mezo-complex (IMC) management with a view to the full development of the regional system of human capital reproduction (RSHCR), the need to develop principles of a new regional management paradigm. It’s developed a hypothesis, according to which the problem of efficiently functioning system formation of IMC management can be solved if this complex is perceived as a material basis for ensuring the highest possible degree of comfort human life. There are done recommendations on developing a new paradigm of the IMC, which should be aimed at achieving the maximum financial efficiency indicators of economic activity of enterprises, and at the maximum satisfaction of human needs, as well as due to the greater openness of the regional economy and the community at large.
