The author analyzes the «Books on Poverty and Wealth» by I. T. Pososhkov as Russian- style «sovereign literature». The historical context of the era, when the book was written, is explored; the influence of Eastern and Western traditions of economic thought is shown. The author examines the pros and cons of the alternative program of Peter modernization proposed by Pososhkov; features of author’s mercantilist and cameralist motives, as well as the historical fate of Russia in the case of implementing the ideas lurking book are disclosed.

Ivan Pososhkov was a remarkable spokesman of the new line of Russian economic mind in XVII - XVIII ^., whose merit was that he was the first to understand key challenges that Russia was facing to move to prosperity and progressive development. His merits cannot be diminished just due to the fact that he proved his conclusions within a framework of his times. His understanding of the main directions of national economic policy is relevant in our days. In 1724 Pososhkov wrote «Book on Poverty and Wealth», which now belongs to the treasury of the most distinguished economic writings not only in Russia, but in the whole World. In this book he explains developed and harmonic system of economic views, which gives a right to call him the first Russian economist. Also a number of works belong to his feather, where the problems of money supply, military, religious problems and the issue of morality are investigated.

Cameralistic and “Police” Ideas of I. Pososhkov about “Russian Land” Accomplishment

The paper presents I. T. Pososhkov’s views as a reflection of XVIII century Russian state residents’ economical mindset. There is a comparison between these views and the paradigms of economical, legal and managerial thinking which emerged in Western Europe - cameralistics and the conception of police state. Cameralistics as a science related to government household was connected with cameral accounting (without double entry method), when account was maintained through a services volume given by labor, land or “fund” (human-produced economic goods complex). According to the conception of police state, a person in his social determination is an analysis benchmark. He is a community (government) member that is able to observe social behavior rules and the laws, to keep house correctly. A goal set by Pososhkov is to describe behavior norms of such a person and conditions which help to solve this purpose.

The paper interprets Ivan Pososhkov’s “Book on Poverty and Wealth” as an original reaction to Russian inclusion into framework of capitalist World-economy. Dutch hegemony in early World-system determined common geocultural patterns for Western mercantilism as well as reforms of Peter the Great in Russia. However, Russian Empire became an integral part of capitalist World-economy as a semi-periphery, and transformations resulted frequently in contrasts of the initial geocultural patterns of World-system core. Pososhkov’s native economic thought reflected these contradictions.

The author considers new approaches to economic judgments in works written by M. V. Lomonosov, where one can observe the continuity of ideas put forward by I. T. Pososhkov. Those are aimed at the achievement of “well-being, glory and prosperity of the Russian state”. Putting the priority on the industrial development of Russia, Lomonosov established interrelations between economic branches, trade and transport; showed peculiarities of the development of European and Siberian regions of Russia. A special attention is paid to the necessity to solve social problems. Lomonosov’s views are independent and correspond to a higher level of the development of the country.

The author reveals the correlation between the formation of Russian economic science and its reflection in the literature and public works of compatriots. On examples of scientific activity by Russian economist in XVIII-XIX century (include I. T. Pososhkov) it is shown, that in economic science formation large role was plaid by their ideological and moral position. Passion ideals of community-unity-nationality and literary-publicistic form of social thought had a strong impact on the economic mindset of Russian scientists, preventing the formalized concepts development.

The paper regards work by I. T. Pososhkov "Book on Poverty and Wealth" as addressed to "the customer" in the person of Peter I «institutional project" of Russia’ modernization, built on dialogue of "autocrat" with representatives of all estates represented by "multinational Council."
This project is compared with the practice of institutional design in modern Russia. The author determines the causes of modernization projects failures associated with underdevelopment of "broad interest groups" representation in "market power" and weakness of control of the "ruler" (the ruling group) over bureaucratic "vertical of power".

In this paper we consider an early stage of development of Russian economic thought, becoming the subject and method of science, the specifics of this process in connection with the specific socio-economic structure of the Russian Empire, the general conservatism interpretations of micro and macroeconomic problems in the functioning of the economy. The ways and methods of adaptation of the basic concepts of Western economic thought. Tasked to prove that an adequate perception of the theoretical postulates of classical political economy was completely or partially impossible due to the formation of the conservative intellectual tradition influenced the leading Russian economists as officials, burghers and nobles. At the same time, applied economic work (rates, currency, credit business, economic development estates) and allowed to develop interesting and adapted to Russian conditions results.

The categories «spiritual imperative», «channel institute», «data carrier institute» are defined in the paper. The classification of institutions in terms of their place and role in the mechanism of functioning and evolution of the basic matrix of societies is given. Spiritual imperative is a perfect idea about how a personal and a collective mentality objectively emerges and is subconsciously perceived by all members of a particular ethno society. It is implemented in the practical activity of the society as a spiritually- ideological imperative. It also determines the formation of the three major systems of channel institutes. These institutes are designed to organize adequate direction of the energy flow of people and their communities with the goal of self-preservation and development of a specific ethno society. Energy flow established data carrier institutes, their main task is the optimization of transaction costs in the society. The economy also forms its own system of channel institutes. These systems in the X - and Y - economies are not fundamentally coinciding. The implementation of energy in the economic action in X- economy is organized through the formation of the property of the channel institutes, in accordance with the spiritual imperative. Institutions of redistribution and coordination are adequate to the institution of ownership. The process of rights delegation for the disposition of the public property to individuals or its groups is particularly important.
