The Contemporary Crisis and Its Influence on Informal Employment in Russia

The article is devoted to the analysis of the nature of the current crisis, the characteristics of its features and the impact on informal employment. The decline in incomes of the population during the crisis and the policy of self-isolation contributed at first to a reduction in demand for services of the informal sector. However, as the restrictive measures eased, the situation changed. Informal employment has long been studied in the economic literature, but the impact of cyclical fluctuations on it is interpreted ambiguously. In order to show the features of the impact of the current crisis, the authors analyze informal employment in the period preceding the crisis. To this end, they study not only the dynamics of the number of people employed in the informal sector, but also its sectoral and regional structure. The analysis has clearly demonstrated that the informal sector serves various categories of the Russian population and the structure of demand for its services among the population with high incomes differs markedly from the structure of demand for the population with low incomes. Nonetheless in Russian practice, many types of formal and informal activities are closely intertwined and interrelated with each other. Since the current crisis has primarily affected the service sector, it is in this area that there is an increase in informal activity in late 2020 – early 2021, and this t rend will continue in the near future

The article represents the results of the practice development and implementation of organizational and managerial support for the activities of the Southern Federal District oncological service in modern conditions, dictated by the increasing pace of diagnostic support technologization, maintenance, quality control, as well as informatization and digitalization of the main management processes. In addition, the behavioral economics, the economy of rationality, adaptability and identity are methodological basic structure in this field of organizational and managerial design. The norms and methodological principles reflected in behavioral economics, the economics of rationality, adaptability, and identity are fully represented in such managerial areas of knowledge as organizational culture and organizational behavior. Therefore, the practice description of the implementing organizational and managerial support for any activity through the justification of the organizational culture elements and norms allows us to systematically present the entire complex of interrelated content areas. The empirical analysis of organizational and managerial support activity is carried out on the example of the National Medical Research Center of Oncology (FSBI "NMRC of Oncology" Ministry of Health of the Russian Federation). The research confirmed the initial hypothesis that an effectively organized system of organizational and managerial support activities within the framework of the organizational culture norms ensures a high level of employees involvement at all levels in achieving performance indicators.

Formation of the "Green" Scientific and Production Cluster as a Trend of the Modern Environmental Policy of the Region

As part of the study, the author analyzed the main directions of sustainable development of territories, which should be laid down as the basis for the work of the "green" scientific and production cluster, detailed the trends of the cluster mechanism for implementing the principles of greening the green economy in the region, specific examples of how certain environmental events in the context of each of the trends demonstrate effectiveness are given. Within the framework of the article, an analysis of the main advantages that participants in the green cluster receive, as well as the restrictions that hinder the development of such a cluster form in Russia, was carried out. The formation of a research and production green cluster is designed to solve the problem associated with the functioning of the three elements that make up the strategic platform for the development of the region: competitive enterprises, an attractive investment climate and effective regional authorities that ensure the competitiveness of the region and increase the well-being of the population. The stability of this pyramid is based on regional capital – resources, among which man is increasingly important - educated and energetic. As a result, another challenge to the green economy is the training of personnel capable of combining theoretical knowledge in the field of ecology and economics with the needs of the population of a particular region. Most of the Russian regions have sufficient potential for transition to development on the principles of a green economy, but such a regional transformation requires great preparation, careful development of an action plan at both the federal and regional levels. In these circumstances, it is difficult to overestimate the role of regional authorities, whose task is to analyze the totality of factors that influence the formation of an effective environmental-economic system, their integration into the development of a strategy for the sustainable development of the region, as well as take measures to prevent risks in the process of greening the region's economy.

Application of QFD and RDB Analysis Methods for Creation of Targeted Service Offering (Using Example of SFU Higher School of Business)

Importance. The article is devoted to research, as well as systematization and integration of knowledge in the aspect of managing consumer choice and customer loyalty of consumers of educational products, taking into account the transforming strategy of behavior of economic agents. Objectives. As the goal of the study, the problem of developing application tools for managing the targeted supply of educational products and customer loyalty was identified, based on the QFD and RDB methodologies – analysis taking into account the transformation of the classical purchase cycle. Methods. The study is based on the cognitive potential of behavioral economics, cognitive psychology, the results of perspective theory, expert survey techniques, QFD and RDB - analyses that made it possible to systematize economic knowledge, in the context of the study of the problem of developing applied tools for managing the targeted supply of educational products and customer loyalty. All this eventually allowed us to give examples of the application of tools for personalized management of client loyalty of economic agents. Results. Based on the cognitive potential of behavioral economics, the use of behavioral science tools in economic theory, in work, using the QFD matrix, a target set of consumer factors for choosing an educational product was determined. In addition, on the example of the Higher School of Business, the SFU, relying on the cognitive potential of the RDB model, managed to reveal the special significance of the factors for choosing the educational product of the Higher School of Business, as well as determine the flaw in Resonance and propose measures aimed at eliminating the identified problem zone. Conclusions and Importance. The present text systematizes the main conclusions of the study. The results obtained should subsequently become the basis for the formation of a base of practical tools for managing consumer choice and customer loyalty of consumers of educational services.
