The article is devoted to discussion of the «Short course in the history of the CPSU» at a meeting of the Political bureau of the CPSU in October 1938. The reasons that prompted Stalin to reorient propaganda for the Soviet intelligentsia and rewrite the history of the party after the Great Terror of 1930-ies come to light. The article presents how the country received a new history of the party with the new party, how impersonal history becomes usable base to create a personality cult of Stalin. Strengths and weaknesses ofparty propaganda in the Soviet Union are identified when the reverse side of a total subordination is the growing alienation of the Soviet people from the official ideology.

The conclusions of the book by F. Hill and K. Gaddy about development prospects of eastern regions ofRussia are discussed in the light of theoretical models of the «new» economic geography, the stylized facts from the history of the spatial development of various countries, and empirical studies of regional development in Russia and abroad. Theoretical models predict inertness in the spatial economy structure that makes impossible «correction» of the Soviet mistakes in the short term. The researches of last 10 years indicate the slow «compression» of the economic space in Russia and growing regional inequality. International experience suggests that these processes are the part of the long-term trends.

A critical analysis is made of a number of main conclusions contained in the book of F. Hill and C. Gaddy about the influence of the Siberian climate on the economy of Russia. The unsoundness of their conclusions is demonstrated by using quantitative assessments showing the actual state of affairs as regards the industrialization of Siberia, the efficiency and profitability of its economy, and the resettlement processes at the post-Soviet stage.
