The problem of economic growth and the impact on him of institutional change is considered in the article. In the institutional change framework the mechanism of how a change of rules influences on the agents welfare is shown. An aggregated macroeconomic model of the system development depending on the initial standard of living, rates of consumption and resources depletion is represented, the limitations of catch-up development strategy are demonstrated.

The corruption is analyzed in the article in the network of the theory of J. Scott, who regarded it as a political process. The author examines the characteristics of corruption in modern Russia. Particular attention is paid to the analysis of various political participation forms of business, types of political systems, electoral corruption. The shadow-nature causes of the «political investment», which suggest that the business without a shadow component is excluded from the political process, are investigated in the article. The author concludes that it makes no sense to discuss shadowed business in Russia beyond the political analysis.

The position that an important role in the state improving has credibility with the citizens is substantiated in the article. Put forward the proposition that institutional trust arises when institutions (especially government) are arranged as efficiently and fairly. The author concludes that it is necessary to create appropriate conditions for the growth of confidence in the state, which remains low in Russia. These conditions relate to the content rules, mechanisms for their development and adoption, the mechanism of the government, as well as the identity of the managers who govern on behalf of the state. There are some proposals on the criteria for assessing the confidence level in the state.

The study of the scientific and pedagogical staff states as forms ofhuman capital in post-Soviet Russia shows that in general the situation can be assessed as moderately negative. Adopted in 2008, the Federal Program «Scientific and scientific-pedagogical personnel of innovative Russia in 2009-2013» shows the concern of the government by the personnel reproduction problem if the scientific community, as well as significant deficiencies in the understanding of objectively existing problems. In the program several targets isn’t identified correctly and some important indicators are missed (in particular, are not reflected the nationalization problems of science and the «capital-centrism» in the placement of research centers).

An important factor in the human capital reduction in post-Soviet Russia is considered as the emigration of scientific personnel — a «brain drain». Statistics shows, however, that the magnitude of this phenomenon in the 2000s was small. Scientists, who went abroad for permanent residence and went to work on contract, do not exceed 2% of the total number of Russian scientists who have degrees. At the same time increasingly popular concept of «brain circulation» proves that the departure of scientists from Russia abroad is not only a threat to the development of domestic science, but at the same time also a chance to give further incentive to its development.

The author grounds the need for taking into consideration multi-level of social contract in the evaluation of content and prospects of horizontal social contract formation in Russia because contractual practices folding at the regional level will largely determine the likely options nationwide horizontal social contract. Analysis of the regional social contract practice between business and authorities in Russia led to the conclusion that there is presence of elements of two types social contract («vertical» and «horizontal»). However emerging at the regional level specific contractual relationship (quasi-fiscal charges and organized sponsorship) can be regarded as a manifestation of the objective tendency to formation of non-classical variant of horizontal social contract.
